Cataract Surgeries Programme (CSP)

Eligibility

Patients who have been on the cataract surgery waiting list of HA hospitals for 18 months or longer (those with the longest waiting time will be prioritised);
Suitable for surgery under local anaesthesia;
General cases. (Urgent or priority cases will continue to be handled directly by the HA.)

*Patients are not required to separately visit private medical institutions.

Programme Fees

Patients co-pay an amount of not more than HKD$8,000.

*Additional charges apply if non-monofocal intraocular lenses (IOLs) are selected.

*Elderly Health Care Vouchers cannot be used to settle the co-payment under this programme.

Due to population ageing, the number of cataract patients in Hong Kong’s public hospitals has been steadily increasing, resulting in longer waiting times for cataract surgery. In response, the Hong Kong SAR Government allocated funding in 2007 to launch its first public-private partnership programme — Cataract Surgeries Programme (CSP).

The programme was officially launched in February 2008. Cataract patients on the waiting list of Hospital Authority hospitals who are suitable for surgery under local anaesthesia will be prioritised for invitation. Participating patients may choose to undergo surgery with private ophthalmologists under the programme, with a maximum co-payment of HKD$8,000.

The programme aims to increase the supply of cataract surgeries through a public-private partnership model, meet rising service demand, shorten waiting times in public hospitals, better utilise private healthcare resources, and alleviate the imbalance between public and private healthcare services.
