What is the Cataract Surgeries Programme (CSP)?
The Cataract Surgeries Programme (CSP) is a government-subsidised initiative launched by the Hong Kong Government in 2008. It adopts a public-private partnership model to provide subsidised cataract surgery for patients on HA clusters’ routine cataract surgery waiting lists.
The programme aims to shorten waiting times, allowing patients to undergo surgery earlier, restore clear vision, and improve their overall quality of life.
Ophthalmologists at C-MER Eye Centre are among the designated CSP providers. With extensive clinical experience and professional qualifications, they are dedicated to delivering safe, high-quality, and patient-centred cataract surgery services.
If you have any questions or would like recommendations for CSP-participating doctors, please feel free to contact us.
-
Who is eligible for this programme?
Patients who meet the following criteria may be invited to join the programme:
- Patients who have been on the cataract surgery waiting list of HA hospitals for 18 months or longer (those with the longest waiting time will be prioritised); and
- Suitable for surgery under local anaesthesia; and
- General cases. (Urgent or priority cases will continue to be handled directly by the HA.)

-
What treatments will private ophthalmologists provide under this programme?
Participating private ophthalmologists under the CSP will provide comprehensive cataract treatment, including: One pre-operative assessment, Cataract surgery including a monofocal intraocular lens, Two post-operative checks.
The programme subsidy covers a monofocal intraocular lens. If patients choose a non-monofocal intraocular lens, additional charges will apply, and the details will be explained by the private ophthalmologist. If you have any questions, you are welcome to consult C-MER Eye Center customer service team.
-
How should eligible patients apply to join the programme?
Patients do not need to apply independently. The Hospital Authority (HA) will send invitation letters to eligible patients in batches, prioritising those who have waited the longest on the cataract surgery waiting list.
If you have received an invitation letter, follow these steps to participate:
-
Submit the participation form to the HA
Carefully read the invitation letter to understand the programme details and deadlines.
If you decide to join, submit the "Patient Participation Form" to the HA within the specified timeframe to complete your application.
-
Receive the confirmation letter
Upon successful application, the HA will issue a "Confirmation Letter." Keep this letter safe for use during pre-operative assessment and surgery arrangements with your private ophthalmologist.
-
Register for eHealth
Programme participants must register for the Electronic Health System (eHealth) to allow doctors to access and update relevant medical records.

-
Select a doctor and book pre-operative assessment
Choose a private ophthalmologist or centre from the CSP list and book your pre-operative assessment (must be completed before the subsidy expiry date).
-
Provide invitation letter details
Share the registration number from your invitation letter with the ophthalmologist so they can verify your subsidy eligibility via eHealth.
-
Schedule surgery date
Once the subsidy is confirmed, the ophthalmologist will help arrange your cataract surgery date.
Important note: The subsidy expiry date is printed on the invitation letter label. You must complete the pre-operative assessment before this date and the surgery within 3 months of the assessment.
